A seven member board of trustees governs the Geneva Public Library under New York State Education Law and are elected by the voters of the Geneva City School District. Elections are held annually and members of the board serve terms of five years.

Eligibility to serve on the board is limited to adults residing or owning property within the geographical limits of the library district, which are the limits of the Geneva City School District.

Individuals who are interested in standing for election must submit certified petitions. Petitions must have a minimum of twenty-five signatures.

Elections are held at the library and must be scheduled between April 1 and June 30 and are determined by resolution by the Geneva Public Library Board.
