INTERNET ACCESS POLICY

Introduction

The library provides public access to the Internet as a resource to fulfill the library’s mission of providing “books and other collections, technology, services and programs to fulfill informational, educational and recreational needs of the greater Geneva community.”

The Internet expands the scope of information available at the Geneva Public Library.  It is, however, an unregulated medium that changes constantly and unpredictably.  The library is not responsible for the quality or accuracy of information found on the Internet.  Users are responsible for evaluating information received via the Internet.

Rights of Users

Caution:  The Internet is not a secure medium and all transactions, files and communications may be subject to unauthorized access by third parties.  The library, however, respects a patron’s right to both confidentiality and privacy and will not release information on the use of electronic resources by members of the public except as required by law.

Patrons are reminded that the library’s computer terminals are located in public areas that are shared with library staff and users of all ages, backgrounds and sensibilities.  Individuals are expected to consider this diversity and respect the rights of others when accessing potentially offensive information or images.

Children

The library affirms the right and responsibility of parents and legal guardians to guide their children’s use of all library resources.  Parents are encouraged to take an active role in their children’s use of the Internet. The library complies with the Neighborhood Children’s Internet Protection Act by following a number of policies and procedures:

Information on safe and secure use by minors of direct electronic communications (including email, chat rooms, and instant messaging) is available at the library. Parents are encouraged to discuss these safety precautions with their children.  This information will be provided to parents and minors at the time they sign the Public Access Internet agreement.

To the extent practical, library staff will monitor online activities of minors for safe, secure and appropriate use, including restricting minors’ access to materials harmful to minors.

The unauthorized disclosure, use, and dissemination of personal identification information regarding minors is prohibited.

Anyone under the age of 18 must have a parent or guardian sign his/her Internet user agreement form.  Anyone under the age of 8 must have an adult sitting with him/her at the computer at all times.

Illegal Activities

Use of the Internet for activities that violate local, state or federal laws is prohibited.  This includes, but is not limited to, activities such as viewing child pornography, committing fraud, hacking, unauthorized access, or spreading libel or slander.

Patrons may only make copies allowable by copyright laws or licensed software agreements.

Policy Amendments

This policy may be amended by the Board of Trustees at any time. Internet users are responsible for staying informed of changes.
